S/Sgt Howard V. Black graduated from Cleveland Heights High School and was employed as patrolman for the city of University Heights.

He enlisted in Cleveland, Ohio on 20 July 1943. He was wounded in January 1945 in Belgium and had recently returned to duty. He was killed after landing by parachute on Drop Zone X during Operation Varsity.
S/Sgt Black was first buried at Temporary American Military Cemetery Margraten, Netherlands Block Z, Row 8, Grave 198.
