Pvt Carl E. Lacy was a graduate of Thomas Jefferson High School, where he was a member of the Maroon and Gold Band. He was employed at the Gulfport Boiler and Welding Works and attended Louisiana State University at Baton Rouge, Louisiana.

He also attended the University of Dayton in Ohio as a member of the Army Specialized Training program.

He was sent overseas in March 1944 and was stationed in Iceland until August 1944, when he went into the European theater.

According to a letter from Pvt Bobby Murray of Port Arthur, one of his comrades, Pvt Lacy was machine-gunned while he and two other men of of his unit were attempting to rescue some American serviceman from drowning in the Rur river.
