Pfc Philip Levine attended high school for four years and was a social welfare worker before he enlisted in New York City, New York, on 20 April 1943.

He was awarded the Bronze Star for heroic achievement in Luxembourg on 24 December 1944. The citation reads in part: "During the attack on Kehman, Luxembourg, on 24 December 1944, Pfc Levine, serving with an infantry company as medical aid man, received a radioed appeal for medical assistance from another area. Always willing to assist, Pfc Levine went to the area, moved among the wounded rendering aid with exceptional fortitude and courage. After completing his assigned tasks he voluntarily made a further search for casualties. During this search he was mortally wounded by enemy sniper fire."
