Pvt James E. Slocum attended Manasquan High School and was employed at the officer's club at Fort Monmouth.

He enlisted at Fort Monmouth in March 1942 and served with the Signal Corps there until July 1944 when he was sent overseas.

He is commemorated on a monument in Ospel, the Netherlands in memory of the American soldiers who fell during the liberation of the town.
