2nd Lt Norman L. Connard attended college for one year and was an author, editor or reporter.

He enlisted in New York City, New York on 29 March 1943.

He was initially buried in an isolated grave at the crossing of Vossenberg with a dirt road in Meijel, the Netherlands, where it was found by British troops. The grave was marked with a cross, with the inscription: "O1185398 Hier rust in vrede Norman Connard American T43, 44 inri".

His remains were disinterred on 2 June 1945 and evacuated to Margraten where he was buried in temporary grave on 13 September 1945. After being disinterred and after the cemetery was given a permanent status, he was given his final resting place on 5 January 1949.

He is commemorated on a monument unveiled in Ospel, the Netherlands on 6 November 2019 in memory of the American soldiers who fell during the liberation of the town.
